No we can’t. Arsenal have finished 2nd twice behind City but only with 5 and 2 points away and that too after only 2 years of rebuilding the club (City had themselves established after 2012, Arsenal weren’t). They have not lost to City in any of the last 4 meetings and clinched a trophy in one of them. Even with harder fixtures they have the same amount of points as City. You are neglecting the underlying stats mate. League position is not everything.
