xx isn't part of the ID for the console commands, it's a placeholder because the first two digits are tied to which mod in the load order that item is from. since Lucia is from vanilla it's 00

Actually, Lucia is added by Hearthfire. So it would be the ID of wherever Hearthfire is in his load order, usually 03.

Using the dread prison mod I put any children I could to work in the mine. Sadly I cannot find a another mod that is similar that lets me enslaved children and people and stick them in a mine for my benefit. Say what you will about me being a bad person but my character for that is a necromancer that is genocidal so you have to pick your poison here and with that guy being pure evil I would figure a lesser evil of child enslavement is totally okay

The reason RefID did not work for Lucia was because xx is used as a variable number, which is decided by it's order of installation. 00 would be base game 01 would be the second thing on the list and so on.
