Imma say, The reason the rich don't pay so much in taxes is because they invest into companies that a high rask for the government, Oil, Solar power, Wind power, ect. The government gives tax credit for each dollar invested, So the rich just figure out how much They have to pay in taxes and invest that in those companies. Giving them tax credit for their entire tax bill, And if the investment doesn't work out, they didn't lose any money, and if it does, they gain a lot.
