Most of the locations you mention (javas, serena, acacia and every other "western standard" locations) 30 dollar is just enough for the main course. Yes, compared to other Capitols, Kampala is inexpensive. Always remember though where the "cheap" prices come from. Remember that your daily spent of 30 dollars is more than a "normal" person makes in a week there. Streetfood like Rolex and transportationon Boda is inexpensive indeed. If you reach for more comfort or better safety, Kampala is equal to other cities around the world. I am European married to a Ugandan lady, taking care for her 2 daughters (school fees!, medical treatment...) and I love the country so much but especially the "whites' traps", the spots you mention are made for expats and driven by family members of President Mseveni (who is doing a great job btw), Chinese or Indians, these spots are not affordable for locals.

If you asked me if Kampala is expensive or affordable, my response would be affordable because of how cheap the products are like food, electronics, clothes, etc. compared to the rest of the country. It's only real estate and transport that might be abit higher but surprisingly not by a big margin. It can be expensive though if compared to other capital cities in the region, for example Nairobi is much cheaper and also Dar es salam (not a capital I know) is also cheaper than Kampala but at this level we would be comparing countries. Kigali, however is more expensive.
