Zajef77's video explains it really well, TF essentially lets you get some Es in between the procs of the passive, since it triggers every 4 seconds from the footage we've seen

I am sure all his kit scales with EM so that's why Gilded Dreams is kinda the best option for him. But yeah TF will change his E cooldown so you can miss his E timing thing if you keep spamming the E.

(You should check out zajefs video on this since he goes into more detail, and i might be getting something wrong) cyno has a passive where when you use his e inside his burst, you enter a state at intervals and it deals more damage. the state only happens every 4 seconds, while inside his burst, his e cool down is 3 seconds, so you have to wait a bit after his e goes off cooldown to use his e (not procing the passive is a huge dps loss). tf basically helps you line up them up better
