The Troupe is their own faction and much like the hunters they seek their own gain. Since the people of Meteor City are treated like scum, they are hardened to the rest of society and wish to do as they please. Thus far in the series the Phantom Troupe are more like pirates/vigilantes/bandits/robin hoods and have been shown fighting evil groups like the Mafia, Ants, and Kakin Royalty. Hisoka himself even said they did philanthropic work. Since social status, money, and fame doesn't interest them; I'm quite sure most of their profits return to Meteor City to help improve the lives of the rest of the outcast. Just as they also return to defend Meteor City if it is in danger, and why the Mafia bounties on their heads get rescinded. (The Mafia needs Meteor City's support, so hunting the Troupe is out of the question.) The Phantom Troupe are Heroes to Meteor City. The Kurta clan were also outcasts, viewing the outside world as evil and crazy, hiding away in their secluded village. As Meteor City is open to the idea of taking from everyone (aka viewing all as equal opportunities) of course the Troupe would have no problem with eliminating the village for their own gain. People want to consider the Troupe pure evil for such an act, yet is it not the world that was evil? The fact that the Kurta eyes were viewed as such an expensive treasure, that nobody cared about the deaths and happily bought up all the eyes as common trophies. How the eyes continued to circle the world going for outrageous bids. It is simply the fact that the Kurta secluded themselves that no one cared for the outcome. And even more so, how do we know that the Kurta clan is innocent? The Kurta viewed the whole world as enemies before encountering the Phantom Troupe, and Uvogin said the Kurta were powerful. Kurapika was a young child when his people where wiped out. Kurapika didn't know his clans history, even he thought going through all those trials to leave was odd. So who is to say that the Kurta hadn’t wronged anyone and thusly went into hiding? And let’s not forget the note the troupe left after the massacre, "We reject no one, so take nothing from us." That was like the revenge notes the Meteor City civilians left behind when they went after the judge and jury. The report of the massacre was by a female traveler who just happened to come across the bodies. It claimed that they tortured kids and forced family members to watch. However there is no real evidence, as they left no survivors. Considering how the troupe let Gon and Killua go because they were just kids and weren’t involved with the chain user, there is a possibility the report was one of speculation. Not all Kurta had the eyes, only about 30+ pairs of scarlet eyes out of 132 members. But they killed everyone, ensuring no survivors, hence no pain for those left behind. Personally, I believe the troupe might have been hired to settle a vendetta if they hadn’t specifically wronged Meteor City. The troupe might not have even been alone in the attack either. (Not to mention the fact that Tserriednich has Pairo’s head!) The English translation when Uvogin said, “The boss was really interested in those eyes.” is actually wrong. In canon, any information regarding the attack is actually extremely vague and dodged by the troupe members. Overall, there isn't enough information on the Kurta to view them as good or bad.

Also just like how Kurapika has nen restrictions to multiply his chain's powers, such as his power only being able to be used on the Phantom Troupe, I think (this has never been confirmed) that Feitan has some restrictions on his nen abilities too. When he insults the lizard he says insults that are in quotations, maybe if he insults his opponents his nen becomes stronger? You can see his nen get stronger and bigger as he says the insults. Either that or it's simply a requirement to activate his ability. If it wasn't in quotations then he would just be insulting her plain and simple, idk though, just a hunch.

Actually... Excluding Hisoka, Feitan would win against Chrollo a little over 70/75% because wile Chrollo is more advanced in some areas he lacks a power punch or reliable nen ability. And no he could not take Feitans since a certain time condition on his ability would make it to where Feitans ability is no longer stealable. I do not believe that Chrollo would lose every time, but random factors such as where the fight is taking place will either limit Chrollo or help him. In the end Feitans Pain Packer and Rising Sun almost Always end the fight. P.S. Both Pain Packer and Rising Sun become stronger the more angery Feitan is and the more damage he takes. Not to mention that he has multiple other Pain Packer like abilitys we have yet to see and the sun we see is said to be a weaker one
