Can I just say, you can do this a lot faster is you go fascist civil war after commonwealth ties focus, and make sure to declare on all the dominions and you can just annex them in the peace deal, then bypass all the necessary focuses until the formation focus.

I think the best way to do the Idel Ural run is to play as the soviet union and then do left opposition then once you win rush down to autonomous soviet republics focus path as that allows you to release nations(without cheating :)) and choose one of the Idel ural republics (check the republics and choose)(I recommend Tatarstan) to play as then release all of the other ones EXCEPT THE ONE YOU WILL BE PLAYING AS then release yourself as the one you want to play as and fight all of them and win (very easy but it will take time to become fascist or communist since each and every on of them is Democratic) and pray to the LORD that they all don't get guaranteed. Also I recommend you cause a war between USSR and Turkey just before you release yourself as the nation just in case of them trying to re-conquer everything :).
