The issue is that the energy transferred from the water flowing to the water wheel happens with an efficiency rate of less than 100%. That means energy is wasted such that there is not enough energy to bring the water back to the top (which would restore the inital energy in the water).

2:09 "we get more energy than what we put in" : It is physically impossible, in the best case you will be able to have as much energy in input as in output, no matter what you do. If you want infinite energy output, you need infinite energy input. Maybe gravity is a solution, it is perpetual and it does not weaken regardless of the number of objects attracted.
