Actually for Rockstar the MK2 makes a lot of sense from a business point of view, otherwise the skill gap would be too great and that might lead to less players. MK2 allows even the noob with no RNG or sniping skills to get kills and feel powerful against other players and find more enjoyment in the game. It gives the noob an incentive to keep grinding (or even buy shark cards) and keep playing the game. It bridges the skill gap and leads to a larger player base, which is why Rockstar will never get rid of it.
