He is tho lol. He isn’t obsessed with her attention or affection. They actually had a mutual attraction starting in OG RE2. She couldn’t stay with him due to her affiliation with umbrella. The files and her story in 4 tell you that if she left to help him or settle down they’d either kill her for her knowledge of their inner workings or experiment on her. Also by expressing visual attraction toward someone umbrella now sees as an enemy would lead to his death, and she didn’t want that. But the feelings are still there, they just got conflicting missions to do as well
