It's messed up cuz Mario Maker 2's ninji speedruns didn't have leaderboards, but you could see the times other people were getting, including the World Record, and you could see ghost data, and it was moderated enough to avoid hacked times. I guess they just dont care about it as much.

It's a really difficult strat to do. Since not only do you need to jump on the first possible frame of each jump. There's also an 8-frame rule for which you can maintain the momentum for each jump. The only exceptions are landing on an enemy or music box.
