You can't use regirock in great league even with a 0 0 0 from a raid you have to have got it from a research breakthrough box ages ago so that the level is lower (a few years)

There are special research codes for the Regis and I did the regice and regirock ones because I already had shiny registeel and honestly it did not disappoint me I got a regirock for great league and a shiny regice
