I think the issue might come from the data itself, I'm not a pro but mayby modding(not with command block)the boss to stop focus on player might work but I don't know

simple answer:coding. Chaos spawner is programmed like this so it doesnt do damage for the enemies it spawns.

Yeah even the sheep could be viable for mob battles with the power of coding

Interestingly when I tested it out the boss does target opponents using the normal mob battle stick but only uses its slam attack, occasionally it does use the projectiles but they don't affect mobs.

Mobs have always been used to cheese or defeat bosses for players. I have used Iron Golems to defeat the Wither on Bedrock Edition. For example, the Dwellers and other "horror" mods are infamous for how bad their AI is when it comes to targeting non-player entities.

You can beat the warden using 1 iron golem by constantly healing it as the warden attacks it although it is quite of a iron wasting

For a boss called the Chaos "Spawner" and being in the shape of a spawner, it doesn't even spawn any mobs other than its projectiles lol

@@SatharielBattle It is most likely an oversight. Many "horror" mods such as The Dwellers suffer from this issue on top of bad "chase mode" AI.
