Quick Idea: TP Trapping may not be bannable, but as a counter to the scumminess of it, you may want to create a hall of known tp trappers. Essentially, an area where everyone who has been caught TP trapping is named alongside their head, so that if anyone falls for it from a known player it is their fault, and if anyone reports it there is something to be done.

Much better would be a permanent weakness effect that doesn't get remove even after drinking milk, if you haven't seen what weakness 100+ do to a normal player or even hackers it's actually awful you can't hit anything at all and if those guys get a permanent effect it would be awesome and can be removed only by mods or higher positions so they can learn their lesson
