Yes there is corruption everywhere, but unfortunately in most 3rd world countries the governments have much more executive power of who does and doesn't operate in their country. That being said it would be cheaper to start a business in Africa hypothetically because the significantly cheaper capital and labor.

Starting business in Europe is expensive and you need to take a loan from a bank, then you have to fallow a lot of rule and law, really high taxes so many many many many safety and health regulation, a business identical to this in Europe will never start, he should have a lot of more capital talking about 5 milion €
