I did a data analysis of every card released in CR and its nerf/buff history, and it was about 35% released OP, 45% underpowered, and the rest relatively balanced (I didn't count changes years later, as that deals with meta changes). If anything, SC errs on the side of underpowered. Doesn't make them great at balance, but also doesn't really prove they release OP cards all the time.
