You have to get a certain amount of kills, the emotes 3,500 and I think the skins 1,500. You can check under heroes milestones

Yup, but there are other challenges for heroes like Grievous, Kenobi, and Yoda for kills also

The skin is 5000 kills with any dark side hero which is very easy to get over time or play the emperor in co op
