It's true, holding throttle while air-rolling makes the air roll slightly slower. I made a habit of releasing throttle and tapping reverse (and sometimes hold reverse) when I jump in the air and can perform slightly faster rolls (works for manual and air-roll left/right buttons). I believe that since the game incorporates physics (on a simulated level), it's the gyroscopic forces of the wheels that cause this.
