City of London is ruled by City of London Corporation which the oldest corporation in the world (more factually second oldest). It is a offshore island (entity) on the bank of Thames. It is a city, a county, but at the same time much more.

The City of Westminster is also 'in London' but doesn't have the special status of the City of London. They were of course two distinct cities originally until London just grew and grew.

Amazingly, this still isn't the actual smallest city in the UK (in England yes, but UK no); there are two cities in Wales that are smaller, both are little more than villages with cathedrals (St Asaph and St Davids) - in fact, they're smaller than most towns in their own respective counties and City of London is larger than both combined!
