Blitz don't discard resources that's why at every port there's an storage vault. Fish spawn every day but dredge stuff takes a while to respawn and some spots don't respawn at all. I know because for me the hardest item to find has been cloth for upgrades and man those spots have taken a lot for me to find them out in the wild after cleaning a spot in order to progress my upgrade tree.

I have the same problem with scrap, I have too much cloth at this point since I filled the upgrade tree with it but nothing else.
