I live in San Diego CA in the US and have a small island off our coast . I plan to boat to the island and catch Clean and Cook some meals as well . lucky you are not in Australia , you would be finedfor catching and keeping tadpoles like that,fine $500 per undersized fish , same for exceeding legal bag limit , you can also have your fishing equipment and boat confiscated in some states , also penalty changes from state to state , I enjoyed watching you catch fish though, try keeping bigger fish and let the small fish grow...
Some fish breed at a small size or are super abundant and have no size limit. It's also better to take a small fish than a large breeding size fish. The whole size limit thing is b.s. Nets kill everything.

I agree. Especially if your eating for yourself and not turning the fish you catch into a profit at the market. And a lot of the fish are tastier in their younger stages.
