The journalist just does not seem to understand the basic language or Laws, structures of services in Sierra Leone, hence he has to be educated about what responsibility and ownership means. If someone explains there roles and duties and what is within there capacity, and give you answers. The responsibility lies with the people and Citizens of Sierra Leone. Until Sierra Leoneans change there mindset and narrative and start doing the right things, then you see growth. The people/citizens who build without proper planning are responsible not the government or council.
