I feel like a lot of these type lockers are breakups or evictions where they put peoples stuff in storage, pay a couple of months and leave it up to the ex/evictees to take care of there after.

Yeah, I think landlords are required by law in some states or countries to save people's stuff for a certain amount of time. They want to rent the place out as soon as possible so they need to get the old tenants stuff out even if it's a bunch of trash. They'll put it in storage for a few months or what ever time they are required to do & then tell the storage company that they can go ahead & sell it. That's if they do things by the law in order to not get sued by the tenant. They know the old tenants might claim the trash was good stuff so they'll store everything even the trash. That's probably why there were bags of pure trash in the unit. I'm sure they pay what they owe in order to keep their credit good & them relinquish the unit.

This looks like someone went to jail and asked someone to empty out their apartment. They thought they would deal with it when they got out. They definitely didn't care how or what they packed.
