Well I thought Fubuki was a special kind of destroyer? That's what they said in ep 1.....she was a big deal....

When Fubuki was built in 1927, she was the most advanced and strongest destroyer in the world. Her design was so different from what came before her. That's why she was called a special type destroyer. She set the pattern for modern destroyers after that.
