1, 2, 3, 4, 5th gen intel CPUs are becoming too weak for today's standards. 4th and 5th gen will be fine for a year maybe. Generally, i7-4770 and 4790 can handle GTX 1070 quite well. The bottleneck is not the power of the CPU if we're talking about old CPUs now, it's the old architecture 'cause the technology is moving forward and old CPUs cannot handle modern tasks (games and apps) so they stutter, that's the thing. You could put RTX 2060 on them and it would work, but you can't ignore the stuttering even if you pair them with a GTX 750 TI. There's this thing called "AVX2". The old CPUs that have this feature will do fine for a year or two maybe, but the ones that don't have this feature, they will (and already do) stutter. 4th gen CPUs already have AVX2, so they and other more modern CPUs will be fine for a while. When I build PCs, I pair 4th gen i7's with a GTX 1070, 1650, or 1060, maybe 1050 TI if it's really low budget. Hope this helps.

i7 4790s is faster by 0.1GHz. Most people will not notice a difference.

I don't think I'll be going back to i7 6700. Its performance is close to i7-4790, especially if you don't have a Z series motherboard, at which point you're paying the same for the CPU+Mobo as i3-10100F + H410 (which is a better choice). So I abandoned i7 6700 completely cause it's a poor choice. You can assume that the benchmarks will be similar to this one. There's no bottleneck here, so a better CPU can barely do anything that this one cannot.
