I think that torterra didn't actually became weak after evolving Actually the oponents it faught after evolution were much stronger than him, one was elite four memmbers pkmn hippoudon, one electivire of Volkner (which i think it could've defeat but ok) and Paul's drapion, which it almost defeated but it lost because drapion was faster So technically torterra isn't actually that weak
