I am not criticising or speculating, but am generally curious. Gaurav has worked in such a high pace business (I know because I work in the same business). Why is it that even with such skilled people in adminstration, the rate of change in our condition is so poor? Is it really so hard to govern and effect change? Why does it take an IAS to fix a mistake in a register somewhere, and why did other IAS in last 33 years not do it?
