@@santoshpaswan9923 high level schemes are designed by ministers and council of ministers only. Eg mid day meal scheme, housing for all. Once it's formulated than the complete scheme draft is prepared by IAS officers and their sub ordinates. It's a very systematic and organized way of work.

Simple things are complicated with education especially higher education and specialization I feel. Too much of complex terms used whereas the basics and foundation are ignored. Keynes theory and Austrian economic theory. Many follow Keynes theory whereas Austria economic theory is far more logical, sensible and easy to understand.
