Is there a way of knowing when the primal summon spell shows up to research? Do you have to build the temple first or is it just random. I’m midway through my second tome and it still hasn’t shown up

It's entirely random. Basically you can shuffle for it when you select a new research project as long as you have the necessary mana. It's only requirement is you being Primal Culture.
