I don't know what it's called in Chinese in Hong Kong. In the United States here, she would be considered a hoarder. It's a mental illness. Unfortunately, even here in the US, there is nothing people can do to force them to clean up as long as that is their place unless they can prove that what they do is a danger to others. In this old lady case especially in the living environment of these buildings, that should be considered a fire hazard. It is hard but the government should be able to send people over to force her to clean up. It's painful but at least she can have a clean and safe place to come home to. Maybe that is why they cut her electricity and water, it is to prevent risks..... I mean there are so many people living in that building, I cannot imagine in that entire building, there are no one kind enough to help her clean up if she ask and if she is willing to let people help. I think she would not let anyone throw away anything because of her hoarding mental illness and so everyone gave up ...
