Pakistan trying to make itself important. If Ind vs Pak does not happen it does not matter for India. IPL is prime example where it brings 5x the revenue than any worldcup. However if that match does not happen the 30-40 million which Pak was getting from ICC( coming from Indian money) will become zero. Pakistan will then have to make bigger begging bowl than what it is already using
