Sure, that's possible, but videos that are not taken by a CCTV or by the police normally do not count as evidence here. Even a video of a dashcam will not be accepted in the court (with exceptions of course I guess). So sending this video to the police might lead to absolutely nothing or at least not more than a letter and a warning.
