U mentioned that box pleat skirt can be stitched from stiff saree so it has to be stitched with linning or with out linning? Requesting you to please reply

Lining is required in every outfit untill it's a casual Western dress from a soft opaque fabric. And for box pleated skirt if the fabric is quite good stiff then you can make the pleats without lining and then just add a lining later underneath and if the fabric is a little soft then you can make the box pleats with lining to set them properly.

Yes you can make a skirt . And if the tikki work can be cut easily then you can easily make a skirt
