Identifying congruent vs incongruent melting intermediate compounds

Phase diagrams commonly contain intermediate compounds. There are both incongruent and congruent melting compounds. An incongruent melting point will end in a peritectic reaction.

Can the cooling of eutectic composition be considered as Congruent?

No. Congruent melting must be a solid going to liquid with no change in composition. In a eutectic when you are cooling from liquid to two different solids it has to change composition.
