No other country on earth has ever been required to provide humanitarian aid during wartime to it's enemy. The Allies in WW2 bombed German cities mercilessly and was never asked to provide aid until Germany surrendered. Same with Japan. No one is asking Russia to provide aid to Ukrainians.
