The game is great! I've had it for over a year now and we play it regularly. I purchased the promo tiles recently because I was under the impression that it included all of the tiles from the useful box, but it doesn't have these two tiles. I already have O2E, Wessex and the old UD expansion, so is there any other way to get the west terrace and business room tiles besides buying the characters expansion?

The Characters expansion is your option. Is there a reason you don't want that? for $30 (late pledge), you get an astronomical amount of content (see the Kickstarter page here: www.kickstarter.com/projects/1384717505/obsession-characters-expansion-with-metal-coins. If you want the two tiles, you are going to end up wanting everything else in that box.
