ThomasPlaysGames google the statistics for car accidents, illegal driving and death on the road per capita by country. It is not the same in other countries, in Russia the numbers are extraordinarily high! That is because of bad roads, no real enforcement of driving laws anywhere beyond moscow, most drivers dont have their seatbelts on, almost no streetlights and also a fuck ton of people there just buy their driving license. Also, people there dont have to own a dashcam, so wtf are you on about?
