When he's talking about policies he's referring to policies Uganda was left with after but they made changes afterwards that helped them succeed once they were a democracy

As an American you cant change Amazon, or vote in a better government. You are confusing helping with colonialism, Britain and The US have destroyed the world economy, I would gladly listen to anyone who has a proposal to help without strings attached.

Bill needs to stop using historical examples that he doesn't actually understand or have a thorough enough background in... Ghana had it's 'economically harmful' policies basically imposed by the British

Yes it is what he's saying. He admitted the tyrannical governments were allied with British and American governments early in the interview.

It sounded like he was referring to an appreciating exchange rate, was this a British policy? Also I think to fair to consider what it was like before independence, and given its geographic location I do shudder to think what the economy was based upon if it was in any way similar to Benin, though this is far from my area of expertise.
