I think the best way to explain this is like going to a restaurant. It is pre-decided on a menu what you can eat but you have to make a choice of that you want to eat. And just like a restaurant menu, every choice has its cost and value associated. Since God (and us) always live in Now (as past is always just a memory and future is always a concept), options for next menu are written based on your last choice. Now this is where Gurmat (Guru’s wisdom) come in handy. Most likely when you make choice under the influence on haume (ego, me separate from all), it will affect the choices for others in bad way. When you make choice with Gurmat, you consider whole existence as one interconnected entity or being and make wiser choice. This is my understanding of Hukme under sab ko bahar human na koi Nanak hukme je bujhe tan haume kahe na koi
