Everyone did listen, even if reluctantly. It's when that one contestant freaked out and got shot panic ensued.

Actually, he did save a lot of them. If you compare the numbers of season 1 where about half of the contestants died (after round 1 only 201 out of 456 were still alive) "only" 90 or so died during the same game in season 2. So it made a difference in that he warned them, compared to people in S1 not knowing what the consequences would be.

The fact remains that people still died, because as it turns out, not everyone is unflinching to blood and gunshots. And not everyone knows how to sit effing still like that one girl that started the chain reaction. Gi Hun did the best he could. But actually saving everyone requires that at least 1 person isn’t goofing up Red Light Green Light, with or without Gi Hun’s Warning. And lets be real, name 1 adult that’s actually locking in with playing a children’s game when they don’t even know if they can actually die or not.
