I'm guessing the soulless person Shifty/SS Frisk tried to kill was Ink? Probably Shifty wouldn't gain any EXP or LV since they technically didn't kill, something else did. I wonder if SS Frisk wrote "everyone in the Underground except for Frisk to turn to dust." if that would leave at LV 1, but they'd complete Genocide Run without facing Shift/SS Chara. That would be what a coward would do.
