And the extermination wasn't existed when he ended up in hell and he is one of the first or the first sinner, so I can imagine him being an Overlord who can also protect himself but in a different city where the Overlords we know don't talk about it him at all. God made that clear for Adam that he don't want him anywhere near Charlie or Lucifer so he's probably in a different city.

Another plot hole is that evil didn’t just stay with Eve. Humanity isn’t good and they aren’t living in Eden. There’s evil in humanity and that’s because Roo spread her influence everywhere on Earth. Why would she stick with one person? The thing is the story we hear from the beginning can either be biased and not 100% correct. Or there’s more to it.
