Enels observation Haki is insane. If he powered it up enough, maybe he can sense everything that’s been going on on the planet, and is waiting for his time to come support luffy. I believe that having met his natural enemy and been humbled, bro went on a full training arc against space pirates, upgraded to THE strongest tech in the universe (pre void century mega tech), and has come to LOVE luffy and realized his ambitions are worthy of enels greatness. (Before you get mad, imagine enel heard all the pirates talking about their dreams post wano and SOMEHOW luffys quote hit him in the feels) 8:44 also side note, he’s my favorite antagonist in the story excluding Blackbeard.

My theory on enels return is that he will be inadvertently be imu's scapegoat. Hear me out... I think enel will be Sabo's final fight. Enel has a god complex and the ability to destroy whole islands... he will come down and destroy an island while proclaiming to be "the god of the world." Meanwhile the public will learn the truth of someone sitting on the empty throne but won't know that person is imu so enel will get blamed for the lulusia event... Luffy will defeat imu without the public knowing imu existed while Sabo will defeat enel in a very public fashion... Remember luffy doesn't want to be known as a hero while Sabo at this point is the public face of the revolutionaries... at the same time enel would be accused of being the "god" that has been in charge the entire time. Sabo will get the credit for defeating "the big bad" but the whole time luffy was the one who defeated the " real big bad"... remember "a man truly dies when they are forgotten" and imu will be truly forgotten because they hid their existence for so long...

Oda is known for some twists that happen in the background. In the Elbaph arc while Luffy and the giants are fighting the holy knights or whoever the main villains might be, then all of a sudden someone crashes the party, and it's Enel, and he brought a big army of robots ready to invade and destroy anyone in their path it would be epic I could see it happening.

Considering Enel was able to augment his observation Haki (mantra) with his devil fruit to increase the range and be able to hear within that range, I think it would be cool if he unlocked future sight. He doesn’t seem like one to train but I could see him practicing this due to luffy countering his mantra with ricochets. If he also got advanced conq and ancient tech he would actually be a threat to big players

I’ve always thought Enel was just to OP to be on the seas. With his long range attacks and his observation haki he would demolish ships. I’ve always wanted him to return, and I think the final war is the perfect timing. Even if he doesn’t have CoC, he would probably possess future sight, and advanced armament. With his DF that’s still incredibly powerful. Plus, as Brago stated, he would have all the technology from the moon. Probably an army of cyborgs with crazy weapons. Imo the only reason Oda wouldn’t bring Enel back is because he doesn’t want to make the final saga too long. After One Piece ends Enel would be a great enemy to return and fight the straw hats after the original story. It’s just hard to imagine not getting a lot of lore about the moon, thus having to bring Enel back into the story somehow.

No one is talking about the sheer amount of knowledge he's going to have: probably knows the truth of the world, ancient weapons - how they're made, what the ancient kingdom is etc. Heck, he probably also knows how to reverse the water rising situation. Oda has been giving nice facial hair to some of his returning characters, a change of hair length is to be expected but i think a beard would look nice, at least stubble. I also feel like how Kidd's awakening let him magnetize non magnetic objects, Enel with an awakening could possibly electrocute non conductive objects, Luffy would still win but he would feel some of the Lightning attacks this time, there is the chance Oda just has him make the environment lightning like Punk Hazard or that lightning island, but i think there are more things that could be done with Awakening Lightning
