To put your mind at ease, 911/emergency calls can actually be made from pretty much anywhere regardless of wifi, data, or even cell towers. Those all make it easier for the emergency center to track you, but you can still call 911 even if you have no cell signal otherwise. They would have to do a lot more than cut the wifi to prevent anyone from calling the police.
