With how big Sans got, I think Papyrus grew so rapidly with not enough nutrients and the bones of his legs became frail as a result. ( This can happen to animals and humans too.) I don't think Undyne caused his legs to be in such bad shape.

Monsters can’t leave the barrier, therefore it couldn’t be a monster-according to Flowey. If monsters could leave the barrier-why would any of them still be underground? I think Horrortale is a diverging part of the Original. It's just like Aftertale, Killertale, and Dusttale. They all were an Original timeline that only had slight changes. That's what I understand from studying the different Aus. If that's true, Gaster/Wings would've fallen into the core and got stuck in the Void. Your idea seems more likely to be a Horrorfell idea, it's cool though.
