Midoriya actually has a quirk the x-ray was correct but what the doctor didnt know is that izukus body had retained the dna code for the extra joint his real quirk is "write down" by asking certain questions about a persons quirk it all runs through his head which he then transcribes to actual information in the notebook that his quirk summons
