Came here from part 1. In Sasuke´s case, it would also need to consider the fact that he commited treason by leaving the Leaf. But since he is Kishimoto´s favorite, he gets automatically pardoned of all of these XD In Itachi´s case, would mass murder of his own family be included or not since it was a Black Ops?(Then again, he gets a pardn since he is an Uchiha) Kisame, if my memory serves me correctly, became a nukenin when he tried to stage a coup on the Daimyo of the Water, so wuld that count too? Oooof, let´s start with terrorism(the Nine Tails attack) double murder (the Fourth and his Wife) attempt to murder(baby Naruto) mass murder( all the victims of said attack, the victims of the Mist bloodline purges), setting up a puppet government (Yagura)... conspiracy to set a terrrist group (creating the Akatsuki) But since he is also an Uchiha (like his aforementioned relatives) he gets a pardon too. @@shinobi-react one thing to remember is that sometimes the crimes may have been ordered by people whom are above the law or can grant exceptions. For example Kisame. The things he did in murdering the people who had the code was done at the discretion of the government. If a soldier in a war kills someone in another country their own country wouldn't hold them accountable for it due to it being ordered as part of the role. So there's an argument Kisame actually wasn't accountable for the code people's deaths. Likewise his killing of the guy who gave him the orders was likely pardoned or ordered by the countries leader. The Mizukage whom was controlled by Madara. So ironically he may not have actually committed that many crimes he could be charged with in his own village as they were government allowed.

Orochimaru has the most crimes easily. Lord Orochimaru has several concentration camps, filled with humans living in inhumane conditions, has kidnapped 100 babies for selfish experiment (1 survived, Yamato) Killed 2 kages, created a village with slaves (sound village), dissected plenty of konoha jonins and citizens, fed 100 humans to Manda (snake summoning) Groomed plenty of children to be his slaves, stole plenty of bodies and took over them, killed a nurse that was just trying to give him medicine, simply cause he was bloodthirsty, Orchestrating The Rampage Of The Eight-Tails (might be filler). You skipped the whole 1st Valley of the End Arc for Sasuke. You missed going AWOL. 3rd degree assault on Sakura, fleeing to an known enemy, several assaults on Naruto, along with attempted murders (Chidoris, broken neck). Destruction of a monument, Valley of the End. Also crossing into Rice Country, going to Orochimaru, would be treason. Resisting arrest. You did miss murder of Orochimaru, of a sort.
