"If You Can Read This" Music Meme - How it actually sounds like !

I let Finale played it, since a human wouldn't be able to play this as accurate as possible. Notice all bars except the second one are an actual 2/4.
And I took a guess on the first note of the 4th bar being a B.
In bar 2-3 you hear a little bit of a motif from Joplin's "The entertainer".
Apart from that... well, happy listening!

i think its supposed to play as a vertical bar moves because the rests arent correct

That's because every bar in there is wrong. Even if it's an invented melody. it's supposed to be a 2/4 but almost all bars are actually not, and also in both hands they are in different time signatures, Who ever wrote this doesn't understand time signatures or just put as many quarters and eighth as he wanted... it's very badly written and so almost impossible to play.
