"Is the"→sounds like "izure(いずれ)" means "someday" in Japanese. "tip in-"→sounds like "teppen(てっぺん)" means "top" in Japanese. "-cluded?" sounds like "koereru?(こえれる?)" means "can I over?" in Japanese. So he heard it like "Someday can I over the top?"
