Beavis & Butthead is actually a fairly intelligent critique of the stupidity of their own audience, and general audiences. It's not so much that they themselves are funny, but what they represent, and the way they represent it, is funny. Mike Judge is great at this. It works the same way in King of The Hill and The Goode Family. Critiques of different American sub-cultures and audiences. Just subtle enough that it can easily be mistaken as genuine. Daria breaks from this a bit, since the show was merely based on a Mike Judge character, and didn't have his direct involvement. Thus, it embraces Daria's views more than making fun of them.
